2.The right of veto exercised by the legal supervision organs,especially the procuratorial organs and the administrative supervision organs,on the promotion or appointment of the official who is under the suspicion of corruption.This measure will make the official under suspicion unable to go the higher positions or to go to other places or departments to escape the investigation.
3.The last check.When the governmental official leaves his office or retire from the position,the competent authority at the higher department shall check his financial status and compare the lists of the property declared with his incomes received during his official terms.If there are great difference between them and if the official can not explain that the origins of his income are lawful,the difference shall be deemed as the illegal income,and,if the circumstances are serious,he shall be expelled from the Party and might be sentenced to imprisonment of not more than five years or criminal detention.The difference of the income shall be also recovered.This check shall cover all the property of the official,including the property abroad.It might trigger the criminal investigation and criminal punislunent for the failure to report the savings abroad according to the State’s regulations.This measure has been proved to be very successful in the organs and enterprises which have carried out this measure.This last check makes the official a clean and honest leave and the successor to have a clear position.
4.In the process of auditing the promoted or retired officials,the problems of corruption of other officials,as well as the problem related to organized crime may be discovered.Once the related crimes were exposed out,the investigations shall be carried out until the end.
The above strategy of comprehensive policy,i.e.,prevent crime before it happens,halting criminals when it commits and punish the criminal after the crime has happened,is not only the strict regulation for the officials,but also good care and education of them.All these measures are to make the officials perform their duties in the clean and honest way,and to serve the people unselfish.Combined the supervision in the Party,legal supervision,supervision by the masses,and supervision by the public media all together,a three-dimensional supervision net to prevent the officials from abusing their power will be built up.And the criminals of corruption will be unable to escape the net of justice spread by the people.
In the Chinese traditions,the punishment shall follow the rule that education first and punishment second.The movement to make laws to be familiar by the people in China is to make people,including the governmental officials,understand laws and not violate laws.Chinese traditions stress so much on education,because Chinese believe that it is the best way to correct people’s idea iu preventing crime.Only when the official’s ideology is corrected,can the comprehensive effects against corruption be really possible.
