1.To enhance the qualification level of governmental official.To be a governmental official shall firstlly pass the strict examination now.The disqualified person should not be allowed to enter the official positions.After they are recruited,the education of the professional morality should also be strengthened.The leading governmental officials should follow the regulations of“Five Provisions Concerning Serf-inspection to Keep Honest and Clean for Those Who Are in the Position above Division Chief in the Party or Government Organs”. Those who want to be the governmental officials should not dream to make money for themselves.The idea to make deals between the power and the money is a guilty one in the governmental official’s ideology.
2.To establish the official property declaration system.The report of the property declared by the officials shall be published in order to receive the supervision of the masses.Those who make false declarations should be removed from the position.Those who intentionally evade the duty to declare should be investigated and given disciplinary sanction according to“Regulations on Property Declaration of the Income of the Leading Officials above Division Chief in the Party or Government Organs”.
3.To increase the salary of the officials according to the situation of economic development and to strictly control the“gray income”.The governmental officials should have a good salary.Without a fair income,it will be difficult to keep them honest and clean and to prevent them from corruption.In the other hand,the“gray income” should also be gradually eliminated.For example,the State-owned apartments and cars should be paid when they are used for private purpose.It shall be forbidden to use public fund to pay for banquets,tours,travel abroad.The gifts received in the governmental activities should be registered and presented to the national treasury,Officials are not allowed to have concurrent jobs in the subordinate enterprises and accept salaries,services or other intangible benefits.
4.To establish the system of exchanging officials in different districts.The leading officials should not hold a post for more than two terms.After two terms,he shall be changed to other district.The sponsors,as well as their kinds,are not allowed to work in the same working unit,for the purposes of avoiding the co~nnection through one’s female relatives.The selection of the kinds of the leading officials to go to education paid by the government,to work in an enterprise or to be an official in a governmental organ shall be subject to the competition to choose the best and the supervision of the competent authority at above level to ensure the fairness.
5.To prohibit the excessive apportions.Any taxes and fees should be collected only according to the law and should be presented to the national treasury immediately.It is not allowed to reduce or exempt any taxes without competent authorization,either.It is not allowed to deduct any percentage from the profit of an enterprise and to establish any“small treasure”for the purpose of that enterprise.
