Mo Zhi,another famous ptilosopher in the period of Spring and Autumn and Warring States(BC 468-BC 376)also pointed out that“why crimes can come out? If every one could deal with the houses of others as his own,who will steal?If every one could treat other person as himself,who will kill?If everybody can do this,there will be no crime.”
It is astonishing that the Chinese ancient thinkers’remarks is quite similar to the Marxist explanation,which explicitly owed the reason of crime to the private ownership and private ideal.As Marx and Engels mentioned,“it is the meanest profit-shameless avarice,crazy lust,mean desire for personal property,selfish robbery of common property—that revealed the new civilized class society;the meanest means—steal,violence,cheat,betray—that destroyed the ancient classless clan society and pushed it collapsed.” Why there were so similar between the theories of Confucius and Mohists and the theories of Marx and Engels,though the two theories produced in different continents and different historical periods?It might be for the reason that both of them truly revealed the rule of crime.
However,it is still impossible to entirely eliminate corruption,as well as other crimes,in the historical stage when there are private system and private sense.Chinese ancient thinkers’ lofty ideal that“all people in the world serves for public”can now only be the ideal for us to pursue.And the Chinese practice of“People’s Commune”in the end of 1950s and the early of 1960s has provided us with more lessons than experience.But,does it mean that there are no means to crack down on corruption now under the circumstances when private property and private ownership still exist?This is also not the case.Although we can not entirely eliminate corruption,we can prevent and control it to the minimum degree that the society can tolerate.In the current social and economic development stage when the private system can not be withered away but rather be appropriately be developped,it is realistic to take the strategy of preventing and controlling instead of eliminating corruption as our strategy to fight with corruption.This change of strategy is of significance in China,because the new strategy will tally with the actual situation of the socialist market economy which has been built up in China.
Now in China,the fundamental policy and measure to prevent and control corruption are to strengthen the construction of the socialist matenaI civilization and the construction of the socialist spiritual civilization.It is true that the People’s Republic of China is now at the primary stage of its socialism,and is building up its new structure of socialist economy.In this period,varied economic elements are standing side by side and the competitive mechanism is being cultivated,as are absolutely necessary and beneficial to accelerate the construction of the modem Chinese socialism.However,the new social system also bring the complicated phenomena with which we have never dealt before.When the complicate relations and conflicts in the economic and social life would not be solved properly,it will trigger off economic crime,including all idnds of crime under the name of corruption.
