国家质量监督检验检疫总局关于美国输华非反刍动物源性饲料和油脂检验检疫有关问题的通知

各直属检验检疫局：
总局2005年164号公告公布了美国输华非反刍动物源性产品注册企业名单，并就卫生证书附件评语和检测方法等与美国农业部达成一致意见。为确保有关贸易顺利进行，现通知如下：
一、美国向中国出口的非反刍动物源性饲料和油脂均使用2004年版动物卫生证书(见国质检动函 [2005]773号附件)，企业的中国注册号标明在“Exporter Name and Address”一栏中，卫生证书附加声明(ADDITIONAL DECLARATION)内容如下：
“The raw materials used to produce the product are of non-ruminant origin．
The animal origin raw materials used to produce the materials are of US origin，and are not contaminated with any products of animal origin from other countries．
The animal origin raw materials come from_______________species．
The products are packed in new and impermeable package materials，and handled in a manner to prevent cross contamination with other animal products．
The raw materials and additives used in this product are clearly indicated on the exterior package．
The products were shipped in clean containers．
The products were
tested in a USDA approved laboratory by PCR
test and were shown to be free of ruminant contamination．
The product has been treated at high temperatures designed to prevent the development of pathogenic agents harmful to animal health．
Effective measures during transportation were taken to avoid cross contamination with other animal feed and tallow.”
请各局严格按照以上内容对进境的美国非反刍动物源性饲料和油脂进行验证核查工作。
二、各局要按照《
中华人民共和国从美国输入非反刍动物源性饲料和非反刍动物油脂的兽医卫生要求议定书》(见附件)和其他有关规定，严格进境美国非反刍动物源性饲料和油脂的检验检疫工作。对有关产品要按照规定采样，在总局指定实验室进行牛羊源性成分的检测，发现问题要按照规定处理并将有关情况及时上报总局。
