有组织犯罪，作为一种古老而又在新的时代得到长足发展和演变的犯罪形式，越来越多的接入到与恐怖组织这样一种暴力团体的合作中来，其合作的根基在于资金和地区两方面的优势，而其合作的方式和程度也必定随着合作的需要而扩展和加深。
恐怖主义必定无法在短时间内消亡，甚至在特定地区，由于其得到了有实力的犯罪组织的支持，还会得到进一步的发展和延续。有组织犯罪，扎根于历史的渊源，并且为地区的公众提供一种非法的产品与服务，也必定有其生存的空间，二者的结合带来的不仅仅是地区的经济、安全和政治的威胁，更是由于全球化的逐步深入，必将带来更长远的对于国际关系和国际政治军事力量的影响。打击恐怖主义必须与打击有组织犯罪想结合，认定恐怖主义，也在一定程度帮助学者、研究人员和国家安全政策制定人员更好的理解有组织犯罪，为立法和司法做理论分析和数据分析的准备。这也是笔者借由全球范围恐怖主义定义的视角及其与有组织犯罪合作的分析所希望提供的一种分析路径。
