我国是世界上互联网用户数量最多的国家，到2010年9月30日，我国网民数量已达4.39亿人，互联网普及率达32.9%；以.cn注册的网站达6百多万个。[30]互联网中大量涉及我国社会生活各领域的珍贵资源急需采集和保存。因此，国家应通过立法授权国家图书馆等负有保存国家文化遗产法定职责的机构采集和保存各类网络资源，以惠及当代、造福子孙。
