四、结论
理论和观念层面进行理论论证和观念转变、国内积极进行立法尝试、国际层面进行体制转换三个方面共同构成我国传统知识保护立法的完整的行动策略，三者缺一不可，理论论证和观念转变是行动的先导，国内层面积极的立法尝试和国际层面的体制转换则是行动的两种具体措施。国内层面积极的立法尝试和国际层面的体制转换是紧密相连相辅相成的，国内层面积极的立法尝试可以为国际层面的体制转换提供有价值的立法借鉴材料，而国际层面的体制转换则不仅可以增强发展中国家保护传统知识的谈判力量，将国内立法尝试在国际层面进行推广。
